The Assessor-Recorder is the better start for assessed value, parcel details, owner records, maps, exemptions, and the assessment itself.

The Tax Collector is the better start for billing and collection. Use that side for secured bills. Use it for extra bills after a change, payment questions, and online bill lookup.

This split helps from Vallejo and Benicia to Fairfield, Vacaville, Dixon, and the Delta edge. A new owner may touch both sides. So might a landlord, farm parcel owner, or family helper.
