Cash aid and in-home support check
A first-step check for CalWORKs, county General Assistance, an urgent cash need, or IHSS care at home.
The short version
Cash aid and IHSS solve different problems
CalWORKs is monthly cash aid for an eligible family with a child. The county generally has 45 calendar days to act - it may approve the case, deny it, or say the family is eligible. An urgent CalWORKs need can be handled sooner, and it may bring an Immediate Need payment of up to $200. The other two programs solve different problems. General Assistance or General Relief is county cash help for many adults without a child in the home. IHSS pays an approved provider for set care tasks that help an eligible person remain safely at home.
What changes the answer: These programs do not share one eligibility test. General Assistance rules change by county. IHSS hours come from the county's task-by-task assessment, not from a diagnosis or a request for round-the-clock care.
Asking for the right program by name gets faster answers. Families in a hard month lose days to the wrong waiting line, and these programs usually do not share one application.
How it works
CalWORKs is family cash aid
CalWORKs is for an eligible family that includes a child. The county looks at who lives together. It also checks income, property, family status, and other program rules. The monthly amount can change with family size, region, and income. An exempt case can use a different amount.
The ordinary application clock is 45 calendar days. Within that time, the county generally must send a payment or a denial. It may instead send a notice that the family is eligible. A request for proof does not mean the case was denied. Send what is on hand. Explain any record that cannot be found, and keep the receipt.
An emergency can move faster
A family can ask for Immediate Need during the CalWORKs application. The request may be spoken or written. The county must hold the interview by the next working day. The family must appear eligible. The emergency must also fit the rule. If both are true, the payment is the eligible amount or $200, whichever is less.
An eviction emergency has another possible lane. The county uses form CW 43 for this lane. It can provide the full eligible cash-aid amount within three working days. The form's eviction and proof rules must be met. Neither lane is automatic. Name the emergency and ask which written decision applies.
General Assistance belongs to the county
General Assistance is often called General Relief. It is the usual cash-aid starting point for an adult without an eligible child in the home. It is also meant for a person who has no other funds for support. This is not one statewide benefit with one statewide payment.
Each county sets many of the working rules. The county picks the local name, amount, and application steps. It also sets work duties and rules for other income. A person who moves should not assume the old county's amount or papers will follow.
IHSS pays for approved tasks at home
IHSS may cover approved work in the home, meal help, and personal care. It may also cover rides to health visits, certain medical tasks, and protective supervision. The person must meet the rule for each service. IHSS pays only for tasks and time listed on the Notice of Action.
The social worker looks at what the person can do safely. The worker also checks what help is already on hand and how long each task should take. A person who needs help bathing and making meals may get time for those tasks. That does not turn the award into 24-hour care. It also does not pay for general help for everyone in the home.
The health form has a 45-day window
The county allows 45 calendar days from its request for the signed health care certification. The form must be received or postmarked by day 45. The form supports the case, but it does not decide the number of hours by itself.
Limited temporary exceptions can apply when a person is leaving a hospital or nursing home and needs services to return safely, or faces an immediate risk of placement outside the home. The certification still must be returned. Good-cause extensions can apply in the circumstances listed by the state.
Monthly ceilings are not promised hours
IHSS has monthly ceilings for the whole program. Many cases use a ceiling of 195 hours when the person is not severely impaired. The ceiling can be 283 hours when the person is severely impaired. Some Medi-Cal program mixes can change which ceiling applies.
The county may approve far less than the ceiling. It adds only the approved time for needed tasks. The recipient generally chooses, hires, and guides the provider. The provider must finish enrollment before normal payment can begin.

For a family with a child, start with CalWORKs. Apply through the county or the official online path and save the filing confirmation.

For an adult without a child in the home, ask the county about General Assistance or General Relief. The name and local rules can differ by county.

If an emergency threatens health or safety during a CalWORKs application, tell the county you are requesting Immediate Need. The request can be spoken or written.

CDSS guidance says the county must conduct the Immediate Need determination interview no later than the next working day after the request arrives.

Read the Notice of Action. An IHSS approval notice lists the services and monthly hours; a denial should state the reason.
