Ventura County zoning starts with unincorporated parcels
Ventura County Planning says it handles land use, community planning, and zoning enforcement in unincorporated areas. Its zoning tool is for parcels in those areas.
So start with the address. If the parcel is outside a city, use the county zoning page. If it is inside a city, the city may be the first local door.
