That is useful beyond a home address. Think about a workplace near the Embarcadero, a ferry trip, a ballgame, a school, a hotel, a waterfront walk, or a regular commute through low ground. Many city hills are outside the zone, but daily life often crosses the waterfront.
The page also explains that official warnings may come through Wireless Emergency Alerts and AlertSF. The calm move is to check the map ahead of time, know the route to higher ground from places you visit often, and sign up for AlertSF. During a real warning, use current official instructions.
