The residential parking page names the permit areas, including areas near Eden Gardens, Santa Clara, Ocie Way, Modoc Avenue, Parkside Drive, South Hayward BART, Happyland Avenue, and Westpark Street. If your block is outside those areas, a regular residential permit may not be the right tool.
For eligible areas, the application runs through an online vendor. Residents set up an account, add vehicle and contact information, choose the address, and upload proof of residency. The city page also notes that proof of residency and vehicle registration are reviewed before permanent permits are mailed.
