Chico building permit work is mostly an online start now. The Building Division points people to digital plan submittal, and eTRAKiT is the permit portal.
That helps if you are working on a roof, remodel, repair, addition, accessory structure, or other job where the city needs to see what is changing. Put the address, owner or contractor information, and a clear project description together before you begin.
One split is worth catching early. Work in the public right-of-way or a public service easement may need an encroachment permit in addition to building review. That can matter for driveway approaches, frontage work, utility work, or anything that reaches beyond the private lot.
Chico has older neighborhoods, student rentals, foothill edges, and new subdivisions, so the same kind of project can have different questions depending on the property. Use the permit page first, then move into the portal once you know which lane fits.
